Landscaping & Decks
Per our bylaws, If you are considering a landscaping or deck project for your unit, email the Board with a deck plan or landscaping proposal before commencing any work.

HOA will respond within 10 business days with approval or changes. Please be mindful of invasive or fast-growing plants, trees, or shrubs.

Always use plants that stay green year round, and already in our community . We strive to keep an easy to manage look of evergreens and plants that renew each Spring.
You own the landscape on your property: the HOA maintains it (front); contact HOA before changing/replanting, front or back, per bylaws.
Pets
We have a pet curbing problem. Many adjoining neighborhoods have been using our yards as their pet toilet, which has become a public health nuisance. We spend thousands of $$ annually to repair their damage! PLEASE curb your pets on the cleared VDOT grassy area between Arlington Blvd and the access road, and NOT the front yards/beds. This will minimize damage to the common areas, keep our community grounds beautiful and avoid unnecessary and expensive annual repair landscaping costs.

Parking

PER BYLAWS, GARAGES ARE ONLY TO BE USED FOR PARKING VEHICLES! When you have temporary guests, have them display your Kelsey Court HOA guest permit when parking in community parking.

Long term guests should utilize the Arlington Blvd. access road parking.

Owners are not provided community parking spaces, nor are cars to be regularly stored in parking spaces on KC property. See 2014 parking policy for exact details.

Community parking is limited and the available spots are intended for guests of ALL homeowners. Parking is available along the Arlington Blvd access road. All resident cars must be registered with the HOA to use RESIDENT hang tag permit.

Unregistered car VOIDS parking hang tag and is subject to be towed, 24/7. Please register /update your vehicles TODAY!! Access the parking permit application here.
HOA Association Fees
HOA property owner fees are LOW: currently $390.54 per quarter, totaling $1562.16 ($4.28 per day!). The FINANCIAL tab above demonstrates exactly what your dues pay for annually. GHCAM sends 4 quarterly statements, via U.S. Mail, 30 days in advance, with payment due date as follows:

ACH payments are drawn automatically on the closest business date to above due date. Payment can be made by check via U.S. Mail to GHCAM lockbox or automatically via ACH account: www.estmt.net. Payments received after the grace period are subject to late fees and interest, per our HOA bylaws. Failure to pay dues can lead to property lien and costly legal fees, per byaws.

Walking in the Community
Please do not walk or cut through your neighbor's private yards or any of the Kelsey Court landscaping. Not only is it not a neighborly thing to do, it is an insurance liability that KC cannot afford and costs all of us in landscaping repair expense. PLEASE!

Always use concrete sidewalks and street walkways. KC does not have any authorized shortcuts through common areas.

Have your overflow guests park on the Rt. 50 access road.

Please place cans curbside Tuesday night and return inside your townhome by Wednesday evening.
Per bylaws, on days other than pickup, all owner bins must be stored out of sight, inside garage or behind home.
